Short-term rental permits in Türkiye

What to check before letting an apartment to tourists: the permit, the building's status and your representative's authority.

You can let an apartment in Türkiye by the night if you meet the rules for tourist rentals. Letting for up to and including 100 days requires a permit. This also applies to foreign owners, including those who hand the apartment over to a management company. So before the first bookings, find out whether a permit can be obtained for your particular property.

Short-term letting should not be confused with an ordinary long-term tenancy. Which regime applies depends on how the property is actually used and on the law. Calling an agreement "long-term" is not enough if the stay is in fact organised differently.

Is your apartment suitable for short-term rental?

Start by comparing the land register entry, the actual use of the unit and the building's documents. Find out who is entitled to apply and which consents are needed. For an ordinary apartment in a block, the consent of the other owners is a significant question. Detached houses and residences that meet the statutory requirements are treated differently, but the word "residence" in an advertisement proves nothing on its own.

A manager's promise that "we'll get the permit later" is best checked before you spend money on furniture and marketing. The agreement should state who prepares the documents and pays for that work, and what happens to the agreement and any money paid if the permit is refused.

If the owner lives abroad

Applications are filed through e-Devlet. Filing through a representative requires proper authority; the official list provides for a notarised power of attorney. A property management agreement and a power of attorney for dealing with the authority serve different purposes.

A foreign owner should agree the list of documents and the method of representation in advance. Representation is set up by granting authority, not by handing over personal access to e-Devlet or a bank. A power of attorney to let the apartment should not include the right to sell it without a separate discussion.

Who will keep the records and look after the apartment?

Once the permit is issued, ongoing tasks remain: recording rent and expenses, tax and municipal obligations, meeting the operating conditions and the rules on guest information. If a manager handles this, the owner needs regular reports with proof of payments. How documents are handed over if you change manager is also best set out in the agreement.

If a platform accepted the listing, is the apartment cleared for rental?

No. Publishing a listing is not a decision of the competent authority. Check the permit and whether the apartment meets its conditions separately.

Can a permit be guaranteed in advance for any apartment?

No. Until the rights to the unit, the building's features and the necessary consents have been checked, such a promise has no basis. The time needed to prepare documents should also not be confused with the time it takes to review a complete application.

See the official rules and filing procedure and the Ministry of Culture and Tourism page. The particulars of a property are checked against the rules in force on the date of the application.
